Job Description
Arab Center for Engineering Studies (ACES) in Doha is looking for a HR Officer to coordinate all HR activities including recruitment, training, performance, employee relations, and payroll. This entry-level, full-time, on-site role is ideal for candidates with 0-2 years of HR experience and a degree in HR or Business. ACES offers exposure to diverse engineering projects across the Middle East with a focus on sustainability and professional growth.
## Responsibilities
- Implement HR policies and procedures including performance management, attendance, and disciplinary procedures
- Provide HR advice and support to line managers and employees and explain policies effectively
- Coordinate with Group HR & Admin Manager on annual employee performance appraisals
- Arrange and implement training and development activities based on performance data and competency frameworks
- Assist in developing and conducting general and departmental orientation programs
- Handle government-related procedures for work permits and residence permits
- Administer employee healthcare benefits and ensure healthcare contract implementation
- Arrange visas, travel permits, flights, hotel reservations, and car rentals
- Maintain and develop personnel filing systems and Mena ITech HR system with accurate data
- Coordinate recruitment activities and maintain an active applicant data bank
- Verify employee credentials including certificates, experience, and licenses
- Draft employment offer letters and contracts
- Assist in preparing monthly payroll, settlements, deductions, overtime, tax and Zakat compliance
- Follow up on labor incidents and report findings to management
- Submit periodic HR reports and studies as requested
- Support employee conflict resolution and contribute to a motivating work environment
- Update HR records for promotions and department transfers
## Requirements
- Bachelor's degree in Human Resources, Business Administration, or related field
- 0 to 2 years of experience in Human Resources
- HR Professional Certificate is preferable
- Knowledge of Labor Law, governmental and union legislations, and social security rules
- Experience in recruitment, interviewing, compensation, payroll, training, and occupational safety
- Familiarity with HR policies, health insurance, and salary settlement calculations
- Strong organizational and communication skills
- Proficiency in HR systems and Microsoft Office
